The letter is signed Wei Daoji (i.e., Wei Renpu, a statesman from the Five Dynasties to the early Northern Song period), and the “Minister Feng” mentioned in the letter likely refers to Feng Dao, the renowned veteran statesman of the era.

After speaking with Feng Jisheng, open the stone door. Approach the bear and use Taiji to pick it up, then smash it into the three stone piles/pillars nearby—each has a treasure chest behind it.
