Talk to the NPC “Yan’er.”
She’s standing right by those ruins. Speaking to her starts the quest chain.

Alternate trigger: if you happen to pick up any of the 3 “Collected Fragments” first, the quest will also start automatically and point you to Yan’er.

If you meant “activate the statues” in the first ruin

Right after starting, you’ll be told to investigate the ruin and activate 3 “strange stones” / Geo statues around the amber rocks. Use a Geo attack (Geo Traveler, Noelle, Ningguang, etc.) on each of the three stones to light them up.
